Thank you for taking the time to respond.

I contacted Apple and they confirmed this has nothing to do with the file permission settings on my phone.

If I disable my iCloud picture management hundreds of pictures will be removed from my phone...I am trying to move them onto my laptop so they are not lost.

The Apple help team said this is a permissions issue on the Windows side, but I cannot figure out how to fix the issue.

Are you signed in as the administrator on your new laptop? If yes, but you can't delete the files, and it's giving you the error message "You do not have permission to delete files," you can take the ownership of the files or folder. To do that, follow these steps:

  1. Right-click on the file or folder and go to Properties . Under Properties, click on "Security" Tab.
  2. Click Advanced, then click Change from the Owner tab.
  3. Click on Replace owner on subcontainers and object and click Apply.
  4. Once you click on Apply, you'll see a warning message. Click on Yes to proceed, then click OK.
  5. Next, click Advanced again.
  6. Now under the Advanced permissions, you will see the option to add Multiple Objects. Add multiple objects and to inherit permission you can click on Change Permissions, then you can enable basic permissions.

After applying the changes on the permission, you can try deleting the files again.

The thing is, I am able to see the security tab on other folders, it's just this picture folder I cannot see it in....so frustrating!

Can you provide if the drive is formatted as NTFS or FAT32?

To check the File system, open This PC > right-click the drive > select Properties.

If the drive is formatted as NTFS, please see this article for the possible causes and how to resolve this issue.
